Káplán Felsőpatyon, majd hittanár a Zalaegerszegi Állami Gimnáziumban. 1919-ben két hónapra internálták, később Zalaegerszegen plébános, kerületi esperes, 1937-től pápai prelátus. A Veszprémi Egyházmegye püspökévé 1944. március 25-én szentelték fel. Több dunántúli főpásztor nevében a nyilasoktól azt kérte, hogy a Dunántúlt ne tegyék a harcok színterévé, a Szentkoronát ne vigyék külföldre. 1944. november 27-én 26 papjával együtt a veszprémi börtönbe hurcolták, onnét Sopronkőhidára majd Sopronba kerültek. 1945 októberében XII. Pius pápa esztergomi érsekké nevezte ki, 1946-ban pedig bíborosi rangra emelte. Az esztergomi egyházmegyét 1948. december 26.-ig kormányozta, amikor koholt vádak alapján életfogytiglani börtönre ítélték. Egészségi állapota miatt egy idő után a felsőpetényi (Nógrád megye) püspöki nyaralóban őrizték. Az 1956. évi forradalom idején kiszabadították, november 4-én az Amerikai Egyesült Államok nagykövetségére menekült. A magyar állam és a római szentszék közötti tárgyalások már 1963-ban megkezdődtek ügyében, de csak 1971-ben jártak eredménnyel, amikor szeptember 28-án végleg elhagyta az országot és Bécsben telepedett le. Máriazellben temették el. Hamvait 1994-ben hazahozták és Esztergomban helyezték örök nyugalomba. Veszprémi püspöksége idején a megyében önálló lelkészségeket szervezett: Ajkacsingervölgy, Balatonederics, Mezőlak, Pénzeskút, Bódé, Gic, Alsóörs, Borsodpuszta, Hegymagas, Nemesszalók, Padrag, Bakonypölöske, Köveskál és Nemesgulács községekben. Plébániarangra emelte Pétfürdő, Csesznek, Hárságy egyházait. Plébániát alapított Veszprémben (Szent Margit), Nemesgulácson. Új iskolát nyitott vagy tanítói állást szervezett Adorjánháza, Alsóörs és Nagyalásony községekben. Szerkesztette a Zalamegye c. lapot és a Zalamegyei Újságot. Pontos és teljes kimutatást készített az egyházmegyét ért háborús károkról. A tapasztaltakat körlevélben tárta a papság elé: ...megszakításokkal 20 napon át bejártam a pusztulás mezejét: a Mezőséget, majd Somogyot, a Balatonvidéket, Zalát és Palota táját. Írásai, cikkei jelentek meg az Egyházi Lapokban, a Jézus Szíve Naptárban, a Magyar Kultúrában. Veszprémben a Cholnoky-lakótelepen épült új templom felvette nevét. A templomban, valamint a r. k. érsekségen bronz mellszobra látható, Yrsa von Leistner és Sámbokréti Pálné alkotása.
